Departmental Overview
Residential and Student Services Programs is part of the Division of Student Affairs under the direction of the Assistant Vice Chancellor of Residential and Student Service Programs (RSSP). RSSP provides and manages residential student housing, residential life programs, custodial and maintenance services, capital and minor capital projects, self-operated dining services for undergraduate and graduate students and 970 family apartments, as well as child care services for students, faculty, and staff. RSSP also conducts a year-round conference business, operates seven campus restaurants, and manages twenty-six faculty apartments.

The Director of Maintenance and Trades involves the strategic and operational management, long-range planning, organization and prioritization, coordination, oversight and quality sustainable execution of multiple facilities' project activities and services across the 150+ buildings, (3,000,000 sq. ft.) serving over 10,000 residents and staff. This position manages staff and resources effectively for projects involving infrastructure, building systems, furnishings, and fixtures in alignment with life safety, budget, timelines, and risk management goals. Creates and sustains best practices through the development and implementation of effective policies, procedures, metrics, enabling technology, and communication to optimize facilities maintenance planning execution across a complex and geographically dispersed RSSP portfolio. In line with Student Affairs' strategic plans, the Director may identify and analyze workforce trends (demographics, promotions, turnover, etc) to determine structural barriers and/or opportunity gaps that impede the success and engagement of under-represented staff; and enhance divisional onboarding efforts to establish expectations for a collaborative and inclusive culture.

Responsibilities
Has oversight for facility maintenance, building systems, fire/life safety systems, and hazardous materials. Ensures all systems, mechanical, electrical, plumbing and fire protection meet or exceed University standards through management of multiple trades and maintenance staff and coordination with Environmental Health & Safety (E&HS), Cal OSHA and other compliance entities. Ensures best practices for preventative maintenance where possible and establishes effective emergency maintenance protocols to minimize life-safety and other risk.
Provides leadership, direction and expertise to the department, across geographically dispersed facilities using appropriate management and maintenance/construction practices. Accountable for related staffing, budgets, and human resource activities (including performance management documentation in Achieve Together) in alignment with campus and RSSP policies, values and goals that recognize diversity in staff needs and prioritize equitable practices to have all staff and community members feel they belong, are valued for their contributions. Directly oversees budgets and scheduling issues for assigned projects, ensuring on-budget and on-time performance.
Manages multiple maintenance efforts through managers on behalf of multiple facilities through maintenance supervisors and lead trades that meet all safety, customer service, risk management, and financial stewardship goals.
Responsible for the coordination, planning and implementation of all maintenance projects and also serves as a primary contact with Campus Facilities Services, E&HS, and external maintenance and service contractors. Makes decisions on behalf of the department's; reviewing and approving extra costs, vendor selection, etc. Establishes strong maintenance documentation and tracking processes/systems and provides regular management reports and risk assessment updates.
Establishes/maintains good working relationships with diverse populations including internal departmental units, campus service providers such as EH&S and UC Police Department, Campus Facilities Services, Office of Sustainability, Campus Fire Marshal, and external regulatory agencies, to ensure sufficient support for operations.
Responsible for creating and fine tuning metrics that will drive the group in a proactive direction. The metrics should measure worker productivity, attendance, customer satisfaction, safety as well as other pertinent data that should be integrated with existing budget metrics to provide short and long term goals for the unit.

Required Qualifications
Minimum 3 years' experience managing a large maintenance operation, involving multiple trades.
Able to facilitate and collaborate with various internal and external constituencies on strategic long and short term facilities planning, management and building maintenance.
Advanced knowledge of maintenance practices, engineering and/or architectural design and concepts.
Knowledge in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes, and industry best practices.
Thorough financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
Excellent skills to lead, mentor, direct, and manage and trade staff including selection, training, evaluating and as required, taking corrective action.
Thorough knowledge of industry best practices.
Ability to synthesize ideas and incorporate employee input into problem solving.
Knowledge and expertise to thrive in a Union environment.
Excellent written, verbal and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives.
Excellent organizational skills including skill in consistently and effectively meeting budget and time deadlines.
Strong computer skills in various applications related project management, work order processing, as well as various spreadsheet and work processing applications.
Ability to work in complex, diverse environments involving academic, residential, administrative, and dining facilities. Demonstrated ability to build and maintain mechanisms for equitable access to information
Being reachable and responsive during non-work hours.

Preferred Qualifications
Experience working in a large university residential setting.
Five years' experience managing a large maintenance operation, involving multiple trades.
Familiarity with working in a union environment.
