About Services for Transfer and Re-entry Students (STARS)

The Services for Transfer and Re-entry Students (STARS) mission is to advance social mobility for transfer, re-entry and independent students by providing transformative higher education experiences. STARS maintains an expertise on guiding students who disproportionately enter higher education through community colleges, and we actively remove systemic barriers that impede their success. We offer culturally relevant counseling and mentorship programs, as well as equity-centered programs that create access, cultivate belonging, motivate persistence, nurture wellness and establish the conditions where our students can thrive in and beyond college. Our communities include students who have experiences with: community college, returning to school at an older age, military, being parents, foster care, homelessness, incarceration, or independent status.

About Student Success and Equity (SSE)

The Student Success and Equity (SSE) portfolio of departments is a branch of DSAS focused on academic support services, advising/counseling, student life/co-curricular programming, student identity development and retention/student success initiatives. Student Success and Equity provides services to the campus community with over 17,000 undergraduate and graduate students and has over 64 career employees and 475 student staff employees operating in 8 facilities/locations. The Student Success and Equity area includes a wide array of multi-disciplinary academic and non-academic units including: Disability Resource Center (DRC), Educational Opportunity Programs (EOP), Learning Support Services, Services for Transfer and Re-entry Students (STARS), Renaissance Scholars Programs (including Foster Youth and formerly incarcerated), Veteran Resource Center, African American Resource and Cultural Center (AARCC), American Indian Resource Center (AIRC), Asian American/Pacific Islander Resource Center (AA/PIRC), Chicano/Latino Resource Center (El Centro), Women's Center (WC), the Lionel Cantu Queer Center (LGBTQ+), Undocumented Student Services (USS), the UCSC Hispanic Serving Institution Initiatives (HSI), African Black and Caribean Student Success and campus committees/programs, and the Administrative and Business team for the unit. The Student Success and Equity area includes all of the units and over 125 state, federal, student service fees and gift fund sources and an annual operating budget of nearly $14 million dollars.

About Division of Student Affairs and Success (DSAS)

The UC Santa Cruz Division of Student Affairs and Success (DSAS), led by the Vice Chancellor for Student Affairs and Success, consists of nearly 250 team members spanning 3 major units and 21 departments. Our division provides campus-wide coordination and leadership for student success programs, activities, and initiatives. We also do our work through a range of resource centers dedicated to providing direct student support. JOB SUMMARY

Under the general supervision of the Services for Transfer & Re-entry Students (STARS) Director, and with the support of the Director of Hispanic Serving Institution Initiatives, the Transfer Partnerships Associate Director will provide leadership and oversight of partnerships and projects that promote equitable outcomes and experiences for community college transfer students of color. The Director will work collaboratively with regional community colleges, Hispanic Serving Institution (HSI) Initiatives, the Office of Black Student Success, the Educational Opportunities Program, and the Office of Admissions to establish student-centered guided pathways and redress policy and practices that create institutional barriers for community college students. The Director is an essential staff member whose goals are guided by the new Title V: Hishpanic Serving Institution grant 'Cultivamos Excelencia Project' funded by the US Department of Education.

The Director uses research-based and data-driven expertise to: 1) build and strengthen relationships with our local community college colleagues and students; 2) deepen our understanding of our transfer pathways at the departmental level to open and streamline transfer pathways to improve the coherence of the pathways for our students; and 3) expand pathways for our transfers to participate in research and work toward graduate school, receive mentorship from graduate students, and foster connections with faculty.

Salary Information: Salary Range: $68,400 - $82,300 / Annually. Salary commensurate with skills, qualifications and experience.

JOB DUTIES

35% - Strategic Leadership

• Utilize demonstrated best practices, research-based and data-driven expertise to achieve the highest standards of academic excellence, transfer, retention, and graduation for community college students from historically minoritized backgrounds.
• Provide advanced knowledge and skills in planning, administrating, and organizing student success programs and activities for transfer students.
• Serve on campus committees lead initiatives dedicated to addressing equity issues experienced by community college transfer students.
• Supervise professional and student staff, which may include academic counselors, program coordinators, project analysts, undergraduate student staff, and graduate students associated with the program.
• Develop and maintain program partnerships with UC Santa Cruz and community college faculty, staff and administrators, promoting communication, collegiality, community, fairness and respect among stakeholders across institutions.
• Engage UC Santa Cruz senior administrators in developing strategic plans that integrate community college transfer pathways into campus priorities.
• Liaise across Student Success & Equity units to coordinate transfer equity programs that centralize community college students from historically minoritized backgrounds.
• Participate in STARS workshops, meetings, and administrative tasks related to the management and leadership of the STARS unit.

35% - Program Oversight

• Establish and maintain partnerships with community colleges, student services and academic units on outreach, orientation, academic strategy, learning support, enrichment workshops, community-building events, and transfer activities.
• Lead and chair the Transfer Partnership Steering Committee.
• Oversee the vision and goals for outreach events and programming for prospective UC Santa Cruz transfer students.
• Oversee transfer student transition activities.
• Oversee counseling and mentoring services. Provide training to Academic Achievement Counselors. Handle most complex holistic / multicultural counseling cases.
• Regularly track, report and brief the STARS Director on the status of student cases of concern.
• Provide campus-wide learning and development opportunities to increase the capacity of staff to develop and implement transfer receptive policies and practices.
• Support activities that build the capacity for academic departments to understand Latinx transfer student success and take action to improve transfer coherence in curricula, academic programs, research participation, and graduate student preparation.
• Monitor activities to determine barriers or problems and consult with program partners on how to eliminate barriers or solve problems in a timely manner.

15% - Program Evaluation & Reporting

• Contribute to writing and submitting formative and summative evaluation reporting to the Department of Education, campus senior administrators and committees as requested.
• Co-lead the evaluation plan, assessment, and data-analyses of program activities.
• In collaboration with the grant evaluation team, present program progress and findings to campus stakeholders, administrators and educators at national conferences.
• Make data-driven recommendations for program implementation.
• Work collaboratively with faculty, staff, data analysts, and graduate student researchers on program evaluation.
• Generate content for marketing-materials to promote program participation and summarize grant outcomes.

15% - Grant & Budget Management

• Co-chair the Cultivamos Excelencia Steering Committee.
• Manage allocated resources for project activities.
• Support grant budget oversight by engaging in financial analyses, reviewing monthly financial reports for accuracy.
• Apply financial concepts to process, review, and approve financial transactions as needed.
• Participate in creating the annual budget and assure that the budgeting and financial planning is based on and adheres to Department of Education and UC Santa Cruz spending policies and the program, goals and priorities.
• Take a leadership role in grant off-boarding and financial sustainability.
• Ensures that established program fiscal policies and procedures are followed.

REQUIRED QUALIFICATIONS

• Advanced knowledge of trends, issues, and state / federal policies in higher education and the community college transfer process, as well as knowledge of barriers that limit participation in higher education for Hispanic and underserved students.
• Advance experience in higher education developing and implementing academic curricula and / or designing and implementing learning and culturally sustaining pedagogical models.
• Multicultural humility; knowledge and experience working and interacting effectively with diverse groups of staff, faculty, and student populations.
• Skills in judgment, analyzing complex situations, problem-solving, decision-making, and mediating conflict.
• Outstanding interpersonal, digital, and oral communication skills.
• Outstanding written communication skills.
• Supervisory skills to hire, train, and provide coaching and guidance to professional and student staff.
• Advanced experience working independently, with proven ability to take initiative, plan and organize projects and produce deliverables as a team.
• Ability to lead and facilitate collaborative work within and across university divisions, departments, academic programs, and community colleges.
• Use of analytical performance measures to quantify project success. Experience with assessing project level activities and making recommendations for continuous improvements.

PREFERRED QUALIFICATIONS

• Grant management expertise.
• Bilingual in Spanish.

SPECIAL CONDITIONS OF EMPLOYMENT
