Job Description:

Minnesota State College Southeast seeks a visionary, strategic, innovative, and collaborative leader as its Vice President of Student Success (VPSS). As a visible and engaged member of the campus community, the VPSS will partner with the President in advancing the college's mission by providing leadership and strategic direction for the Academic and Student Affairs division. By working collaboratively with, and advocating for, MSC Southeast's dedicated and accomplished faculty and staff, the VPSS will foster continued programmatic innovation and create new opportunities for enrollment growth. The successful candidate will have a passion for equity and inclusion; be a data-informed decision-maker with a tolerance for risk; and will be an exceptional listener who works to understand the pulse of the college and the communities we serve.

The VPSS position will be located on either our Red Wing or Winona campus, with regular travel between campuses expected. Hybrid work environment and relocation assistance available.

RESPONSIBILITIES AND RESULTS
Provide educational leadership, vision, and management of academic and student affairs.
  • Serve as Senior Academic and Student Affairs Officer.
  • Direct, coordinate, supervise and evaluate all academic and student affairs areas, including instructional programs, assessment of student learning, personnel, credentialing, curriculum development, policy development, staff development, and new program/service development to ensure student and community needs are met and to support student persistence, retention, and completion.
  • Establish regular cycles of program review and co-curricular assessment. Foster a spirit of continuous improvement aligned with student, college and community needs.
  • With academic deans, develop and promote academic standards, encouraging faculty to engage in environmental scanning and gap analyses to identify opportunities for program and course modification and/or development.
  • Develop transfer pathways, guided learning pathways, and/or articulation agreements, and oversee the consistency and integrity of common course outlines.
  • Monitor curriculum requirements, Minnesota Transfer Curriculum, transfer articulation, partnerships, joint programs, and new program development. Actively seek the development of new opportunities, as well as partnerships with other higher education institutions.
  • Work with faculty and student support staff in the development of a variety of course offerings and programs to meet the needs of adult and working learners (i.e., weekend, evening, boot camps, accelerated).
  • Provide oversight and management of Dean of Students (registrar's office; academic support and advising; tutoring and testing; health, wellness, and basic needs; student senate; student life; and student conduct), Admissions, Financial Aid, Secondary Relations, Teaching Excellence, Academic Operations and Innovation, and Workforce Development. Provide support, guidance, and direction as needed to ensure consistency, continuity of operations, and high-level decision-making.
  • Hire, train, supervise, support, manage, and evaluate staff direct reports. Provide guidance to supervisory staff and staff providing work direction to others.
  • Coordinate mentoring, in-service education, and professional development programs for instructional, academic support, and student affairs personnel.
  • Design and implement a comprehensive delivery system as well as staffing for services to meet the needs of a diverse student population.
  • Support the development of new technological innovations to enhance learning and teaching and improve the delivery of services to students.
  • Provide leadership and analyze relevant data for continued evaluation and improvement of all programs.
  • Manage development and maintenance of the Comprehensive Academic Plan and student affairs work plans.
  • Administer an effective academic assessment program to assure activities and results are utilized for improvement of student learning and academic achievement.
  • Serve as the primary liaison with the Minnesota State Chancellor's office on academic and student affairs matters.
  • Provide leadership in college-wide decision-making, planning and budgeting.
Instructional and Student Affairs Schedule Efficiency
  • Develop credit course offerings and the entire schedule so that classes are available to meet the needs of continuing, new and prospective students and to optimize faculty, staff and facilities utilization.
  • Facilitate planning of yearly and semester schedules of classes for each department and program for on and off-campus sites.
Ensure quality, innovation, and continuous improvement in academic and student affairs.
  • Lead college efforts to analyze and improve the persistence and graduation of all students and identify strategies to eliminate existing equity gaps.
  • Serve as senior enrollment officer. Lead the development and implementation of strategies to optimize recruitment, enrollment, and retention.
  • Review enrollment patterns, student credit hours, faculty/advisor load, space utilization, evening and summer session growth, cost-effectiveness, student services usage, and other information to identify and implement continuous improvement across academic and student affairs.
  • Oversee the implementation of an annual strategic enrollment plan.
  • Provide input to system-wide academic and student affairs issues through participation in system-initiated committees and task forces.
  • Serves on the President's Cabinet and other relevant college leadership committees.
  • Oversee completion and submission of relevant reports and evaluations as required by the system office, federal agencies, accrediting bodies and the college president.
  • Serve as the chief academic officer providing expertise to the academic affairs and standards and faculty shared governance councils.
  • Establish processes within the division for the deans, directors, and staff to identify, prioritize, and recommend budget needs for all instructional and student affairs areas.
Partner with stakeholders to promote innovation and continuous quality improvement.
  • Provide leadership in the development of partnerships with area high schools in curricular and instructional areas such as: college in the high school, post-secondary enrollment options, and other related activities.
  • Provide leadership for the development, coordination, and supervision of national accreditation self-study reports, on-site visits, and follow-up reports related to accreditation processes for all nationally accredited instructional programs.
  • Provide leadership and serve on college councils, committees, task forces as required, and represent the college in community, regional, or national gatherings, and with other educational institutions accrediting bodies and agencies as required.
Develop and manage budgets for academic and student affairs.
  • Provide leadership and fiscal oversight for the development and management of budgets, monitor expenditures of the approved allocations for each instructional, academic support and student affairs areas.
  • Review the budget allocation process to ensure equity and judicious use of resources needed to meet college productivity targets.
  • Investigate and support efforts to secure external funding to support new and refreshed educational programming, facilities and technology upgrades, and faculty professional development.

Required Qualifications:

  • Master's degree in a related field
  • A record of five years of continuing administrative relevant experience in higher education administration
  • Demonstrated history as a collaborative leader in working with cross-functional teams to achieve institution goals
  • Experience in higher education accreditation, curriculum development, assessment, and evaluation.
  • Three years' experience fostering trust, teamwork, cooperation and consensus among faculty, staff, and administration in accomplishing the college's student-centered strategic initiatives
  • Demonstrated commitment to liberal arts and career and technical education
  • Demonstrated experience and support for the delivery of student support services and programs
  • Experience promoting consensus in accomplishing the college's student-centered strategic initiatives
  • Experience using data-informed evidence and proven practices to analyze critical issues in higher education and implement solutions
  • Proven commitment and evidence of success in building an equitable and inclusive community
  • Experience in personnel and budget management
  • Demonstrated success in building and maintaining partnerships with business, K-12 or other educational organizations
  • Evidence of excellence in interpersonal, verbal, and written communications
  • Record of leading innovation and organizational change as it relates to academic programs and student services.

Preferred Qualifications:

  • Terminal doctoral degree from an accredited institution
  • Executive experience working in a collective bargaining college or university environment
  • Experience in a comprehensive community college
  • Experience teaching at a 2-year community and/or technical college
  • Experience implementing Guided Learning Pathways and/or an Equity by Design program
  • Experience with federal and state education laws, rules, and regulations including FERPA, Title IX, and Clery Act
  • Demonstrated project management skills with record of accomplishments
  • Knowledge of Higher Learning Commission standards, or similar accrediting bodies
  • Experience with policy development

Other Requirements:

Daily and overnight travel is an essential part of the position.
