This position is designated as the Senior Academic and Student Affairs Officer of Northland Community & Technical College. The Vice President will provide leadership and management to both the Academic Affairs and Student Affairs functions within the college. Specifically, the Vice President will lead the college's institutional research, accreditation efforts, support and promote innovation, improve the quality of academic and student services programming, build strategic budgets, explore resource development, employ strategic scheduling across the college that includes the implementation of new instructional technologies, and build partnerships to support academic and student services programming.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES:

Academic and Student Affairs Planning and Evaluation

Direct and support instructional and student services units in the planning, development and evaluation of curriculum, services, and programs in order to ensure that student development, student support, and academic program needs are met.
  • Support existing academic and career programs, as well as existing student services and actively seek the development of new opportunities.
  • Develop collaborative partnerships with other institutions of higher education to enhance programs and services.
  • Serve as the institutional liaison with the Higher Learning Commission.
  • Manage the development and maintenance of the Academic Master Plan in alignment with the strategic plan, facilities plan, and enrollment plan.
  • Ensure Northland is the first choice of education for business and industry.
  • Foster continuous improvement of the instructional and student development programs.
  • Encourage and support the development of new technological innovations to enhance learning and teaching and to improve the delivery of support services to students.
  • Develop and encourage new degree programs based on input from relevant constituencies and market trends.
  • Revise, add. and/or delete courses and programs based on the results of the program review and evaluation process.
  • Meet on a regular basis with instructional and student services administrators and program/department faculty and staff to discuss, coordinate, and plan activities.
  • Evaluate and implement the Minnesota Transfer Curriculum.
  • Develop articulation agreements with in-state and out-of-state public and private colleges and universities to enhance transfer opportunities.

Student Success

  • Lead college efforts to ensure improvement in the retention of students and the rates of completion of academic goals.
  • Engage with Minnesota State system colleagues to identify and implement best practices for student success.
  • Lead college participation in reporting on student success metrics at the Minnesota State system level.
  • Participate actively in the Strategic Enrollment Management team to develop and implement strategies to improve performance along established indicators.

Instructional and Student Services Schedule Development

Develop credit and non-credit course offerings and the total academic schedule so that classes are available to meet student demand and faculty members are assigned effectively. Further, develop schedules of student services which meet the needs of continuing, new, and prospective students (i.e., registration, orientation, counseling, student life activities), and optimize staff utilization.
  • Review enrollment patterns, cost/benefit information, and other information to identify class schedule opportunities and needed changes to the types of offering provided, in both instruction and student affairs.
  • Facilitate planning of yearly and quarterly schedules of classes (on-site and online) for each department and program.
  • Ensure that courses required in joint programs are available to students as needed.
  • Evaluate the efficiency and effectiveness of class schedules and the offering of student development services as needed to meet program, enrollment, and budgetary goals.
  • Develop longitudinal studies on enrollment, student credit hours, faculty/counselor load, space utilization, on-site and online mix, evening program growth, summer session, cost effectiveness, student usage of services and other issues related to effective instructional and student development offerings.

Institutional Effectiveness, Institutional Research, and Accreditation

  • Lead the development of college organization to assure that institutional research is conducted consistently and appropriately to support institutional effectiveness and accreditation efforts.
  • Collaborate with the Administrative Services and Advancement Divisions to assure that institutional research is conducted to support all institutional initiatives.
  • Supervise and direct the work of staff engaged in institutional research and assure that an institutional research work group is established and functions for the benefit of the college.
  • Serve as liaison to the Higher Learning Commission of the North Central Association of Schools and Colleges.
  • Chair or delegate the leadership of the college's HLC Steering Committee.
  • Assure that academic programs that are subject to programmatic accreditation are supported through institutional research, and provide appropriate financial support for accreditation efforts.

Distance Education
  • Support the college's partnership in Distance Minnesota, a consortium of Minnesota colleges that provides online academic offerings.
  • Develop and budget for greater levels of support for the development of online academic offerings and student services.
  • Support Quality Matters initiative and professional development for faculty members who teach online.
  • Strategically plan the online offerings of the college to enhance enrollment, student success, and strategic goals of the college.

High School Collaborations

  • Lead the development of and strengthen relationships with regional high schools.
  • Collaborate with both the Enrollment Management and Marketing departments to provide accurate and timely information for dissemination to high school students considering Northland.
  • Support the programs that provide college coursework to qualified high school students: Post-Secondary Education Options (PSEO), College in the High School, and Online College in the High School.
  • Assure that the college provides necessary mentorship, information, and support to these programs.
  • Support the development of outreach to middle school students to encourage preparation for post-secondary education.
  • Lead the college's responses to Minnesota State system initiatives aimed at college readiness.

Fiscal Management

  • Foster budget development that projects annual fiscal year and long-term budget planning needs.
  • Solicit and guide budget requests within the confines of college budget.
  • Ensure the workforce development unit generates revenue to cover expenses.
  • Develop budgets to meet the needs of Academic Affairs and Student Affairs to include staffing, equipment, and supplies.
  • Monitor budget expenditures throughout fiscal year.
  • Make budgetary adjustments as deemed necessary.
  • Allocate equipment budget to program and departmental needs.
  • Collaborate with the Advancement division to seek alternative funds through the NCTC Foundation and other grant sources to support specific program needs.

Human Resource Management

Provide supervision, evaluation, and professional development for the administrative, faculty, and support staff assigned to instructional and student services units.
  • Participate in and supervise the recruitment and selection procedures and recommendations for employment of administrators, faculty, and support staff.
  • Coordinate mentoring, in-service education, and professional development programs for instructional and student affairs faculty and staff.
  • Ensure the proper application of collective bargaining unit contract(s).
  • Promote and encourage leadership opportunities at the college.
  • Delegate authority to appropriate employees for the management of the college.
  • Implement the college's performance appraisal procedures in the assigned areas.
  • Promote, assign, recognize, and discipline employees.
  • Identify staffing needs, recruit, screen by criteria, interview, and recommend hires within scope of responsibility.
  • Assure compliance of Safety and Health regulations within the scope of responsibility.

Program Development and Innovation

Develop new programs which meet the demands of the regional economy and needs of public and private employers, in addition to expanding joint programs with other educational institutions.
  • Develop contacts and partnerships with community, educational, business and government leaders to determine opportunities the college can meet, as well as services the college can provide.
  • Structure courses, offerings, programs, and services to meet the needs of public and private constituencies.
  • Work with the Enrollment Management and Marketing Department to develop materials that promote instructional offerings and student services.
  • Coordinate the exploration and development of collaborative programs with other institutions of higher education.
  • Foster continuous improvement processes and culture at the college.
  • Chair the Academic Affairs and Standards Council.

Leadership and Management

  • Participate in the governance of the college through its standing committee structure and the President's Cabinet.
  • Participate in Academic and Student Affairs initiatives within the Minnesota State System Office.
  • Initiate and manage external collaborations with high schools, higher education institutions, and service centers.
  • Lead the Workforce Development team to provide educational solutions to local business and industry.
  • Represent the college at public, state, and local meetings, civic, and social functions.
  • Identify, research, and develop policies and procedures in conjunction with standing committees and President's Cabinet.
  • Review educational research and state initiatives to provide leadership for the college and input to strategic planning.
  • Support rules, regulations, policies, and procedures of the college and Minnesota State.
  • Provide leadership to achieve goals in the college Strategic Plan.
  • Provide leadership to carry out the mission of the college.
  • Participate in meetings of the Senior Academic and Student Affairs Officers of the Minnesota State System.
  • Complete reports and evaluations on the instructional and student services programs as required by the System Office, federal agencies, and the college President.
  • Participate in statewide and national organizations and conferences, as appropriate.

Required Qualifications:

  • Education: Master's Degree
  • Type and Length of Experience: Minimum of three (3) years of experience in higher education leadership positions

Knowledge, Skills, and Abilities:

  • General understanding of or experience with post-secondary curriculum and instructional management, and general academic services.
  • Experience in a comprehensive college.
  • Instructional/teaching experience.
  • Knowledge of technology and how it impacts teaching and learning.
  • Highly effective communication skills, both oral and written.
  • Effective problem-solving, organizational management, and decision-making skills.
  • Exceptional human relations, critical thinking, and problem solving skills.
  • Progressively responsible leadership and supervisory skills sufficient to effectively manage, mentor, and motivate staff and work teams.
  • Collaborative leadership style.
  • Commitment to diversity as well as a demonstrated ability to work successfully with persons of diverse backgrounds including sensitivity to their needs and concerns.
  • Sound judgement and keen diplomatic competency.

Physical Requirements:
  • Occasional overnight travel
  • Occasional non-standard hours

In accordance with the Minnesota State Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to Minnesota State's vehicle use criteria and consent to a Motor Vehicle Records check. A valid Driver's License is required.

Preferred Qualifications:

  • Education: Doctorate Degree
  • Type and Length of Experience: Five or more years of leadership in a vocational/technical or community college.

Other:
  • Higher Education teaching experience.
  • Demonstrated experience in post-secondary education, accreditation, and a union environment
  • Experience working in collective bargaining environment
  • Knowledge of trends and issues in higher education with an understanding and commitment to the teaching, research, and service missions of the College.
  • Proven success in writing and administering grants
  • Demonstrated understanding of academic affairs in the context of a state college system.
