Position Summary

The primary purpose of this position is to provide purchasing and operational budget support for the College of Health and Human Services, as well as maintaining currency in a wide variety of policies and procedures related to fiscal controls and management within the college and throughout the university. The Budget Specialist must have demonstrated the ability to independently plan, organize, coordinate and perform work in situations with numerous, diverse demands. This includes budget planning and analysis, tracking and monitoring expenditures, and training staff in related areas.

The Budget Specialist will serve as the first point of contact for CHHS schools and departments regarding fiscal and budgetary policy and procedures, purchasing, and accounts payable. They will also provide operational budget tracking and analysis for the college, schools and departments using Oracle, Adaptive Insights, MyRF, and MS Excel. The position provides primary support to student and faculty research initiatives coordinated by the Associate Dean of Research. The incumbent is the first point of contact in the college regarding fiscal planning and implementation of budgetary aspects of Instructionally Related Activity Fee allocations, Seed Grant funds and other similar and related programs; this includes planning, tracking, and budgeting for student assistants and work study students.

The Budget Specialist is responsible for coordinating travel requirements for the Dean's office, overseeing and advising schools on travel policy and procedures, and assisting the Director of Resource Management with budgetary responsibilities and projects on an as needed basis.

They will provide administrative support on an as needed basis for college-wide committees including, but not limited to, the College Research and Scholarly Activity Committee and the Academic Policy and Planning Committee as well as provide coordination, advising and tracking on J-1 visitor program procedures, H-1B Visas for Tenure/Tenure track faculty, visas for visiting scholars, and other duties related to international regulations and compliance.

This is a full-time (1.0 time-base), benefits eligible, permanent/probationary position. This position is designated non-exempt under FLSA and is eligible for overtime compensation. Standard SDSU work hours are Monday - Friday, 8:00 a.m. to 4:30 p.m., but may vary based on operational needs.

The individual hired into this role will work on campus at SDSU in San Diego.

Department Summary

The College of Health and Human Services includes five academic schools, clinics, doctoral programs, in addition to certificate programs and credential programs. There are over 200 full and part-time faculty and approximately 50 clerical and technical employees. We offer a balanced educational experience of academic study, field placement, clinical experiences, student international experiences and research opportunities. There are approximately 5000 students, including graduate students. The Dean directs the College with the support of two Associate Deans, one Assistant Dean of Student Affairs, a Director of Resource Management, and multiple administrative support positions The Dean's Office is responsible for all activities emanating from the creation, implementation, provision and continued support of the instructional, operational, and research processes in the College.

Education and Experience

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Key Qualifications
  • Experience with budget planning, tracking, and analysis.
  • Purchasing and accounts payable experience.
  • Experience with completing and processing travel documents and a thorough understanding of travel policies and procedures including knowledge of requirements and policy related to J-1 Visa Exchange Visitor Program
  • Proven ability to train others in policies and procedures and provide work direction.
  • Proficiency with Microsoft Excel.
  • A minimum of five years of progressively responsible fiscal and/or budgetary experience is preferred.
  • Experience with Oracle, Adaptive Insights, and PeopleSoft.
  • Familiar with SDSU Technology Acquisition Review Process.
  • Experience in an academic environment or other complex, policy- driven organization.

Compensation and Benefits

Starting salary upon appointment is not expected to exceed $4,900 per month.

Salary placement is determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources.

CSU Classification Salary Range: $3,518 - $6,791 per month.
