Position Details:

Summary of Duties:

The Policy and Affairs Coordinator for the Office of Federal Relations plays a key role in the office by researching policy issues, organizing events and activities, responding to information requests, managing office administration, and serving as the primary point of contact with internal constituencies to support the office's objectives and university initiatives. This position exercises independent judgment and discretion and reports to the Assistant Director of Federal Relations. This position will provide support the to the Director of Health Sciences Public Policy on federal and state issues.

Essential Functions

Coordination for the Office of Federal Relations
  • Coordinates and/or assists with the planning, implementation, and administration of activities and daily operations related to the Office in support of the University's federal agenda. Operates at the direction of the Assistant Director of Federal Relations, but in coordination with the Assistant Vice President for Federal Engagement and Advocacy. Serves as a principal point of contact with internal constituencies to respond to federal legislative inquiries, prepare presentations, research testimony, etc. both in D.C. and in state.
  • Manages the development of written products including but not limited to legislative presentations, briefing documents and background papers, fact sheets, and biographical sketches as needed. Research federal, health, and other policy proposals to prepare response/testimony; monitors and tracks proposed legislation; and attends relevant congressional committee meetings and reports findings to leadership. Acts as liaison at the direction of the Assistant Director of Federal Relations with WSU faculty and staff around federal engagement within WSU research priorities, student services, and education.
  • Serves as conduit between the Assistant Director of Federal Relations and the Director for Health Sciences Public Policy with congressional staff and stakeholders, relaying information, and coordinating meeting scheduling when needed. With delegated authority and in coordination with Assistant Director, represents the Office of Federal Relations and speaks on their behalf at internal meetings.
  • Maintain and implement federal relations component of communications strategy, including composing and managing blog post updates for the Office of Federal Relations on the Office of External Affairs & Government Relations website (governmentrelations.wsu.edu), social media accounts, external communications, and internal communications on campus.
  • Represents the Office of Federal Relations as liaison with Office of the Provost, Office of Research, and Office of Student Affairs on campuses.
  • Performs strategic scheduling activities involving congressional/executive offices.


Office Management
  • Develop, implement, and monitor office policies and procedures in a timely manner.
  • Manages the development and submission of lobbying reports.
  • Purchase and maintain adequate office and equipment supplies.
  • Coordinate and maintain staff leave reports.
  • Coordinates travel schedule for Office of Federal Relations and the Director for Health Sciences Public Policy.


Events
  • Manages plans and executes events for the Office of External Affairs and Government Relations, including but not limited to dinners, receptions, tours, and private meetings on campuses and in Washington, D.C.
  • Will travel as needed to build and maintain relationships with internal and external constituencies and participate in university events in Washington, D.C., Washington State, and other locations as approved.
  • Provides support relating to engagement with Washington's Congressional Delegation to University staff managing events in Washington State.
  • Provides support related to engagement with Washington's state and local elected officials on campus in Washington State in coordination with the Office of State Relations and the Director of Health Sciences Public Policy.
  • Serves as Office of Federal Relations point of contact for the annual legislative staff trip. Serves as a government relations representative at various public and private events, receptions, groundbreakings, etc.


Required Qualifications:
  • A Bachelor's degree in a field relevant to area of specialization and three (3) years of experience directly related to the specialty area. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.


Preferred Qualifications:
  • Experience working in higher education or similar complex organization.
  • Demonstrated experience in communications and/or public relations.
  • Demonstrated experience with legislative affairs and/or government proceedings.
  • Demonstrated experience interacting with all levels within an organization including senior management and/or executives.
  • Proficiency with software programs such as Word, Excel, Outlook, and PowerPoint.
  • Possession of, or ability to obtain by time of hire, a valid driver's license.

Monthly Salary: $4,061.90 - $4,566.50 | In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range. For additional information, please review WSU's Administrative Professional Compensation.
