PRIMARY DUTY: The AVP oversees the implementation of university accommodations processes under the ADA and Rehabilitation Act for students, serves as the Title IX Coordinator, addresses concerns of bias through the Bearcat Equity program, addresses Title VI concerns and assures a systematic program to protect minors on campus and coordinates the University’s Civil Rights compliance efforts, The position is also responsible for monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulations, and case law requiring the prompt and equitable resolution of all complaints pursuant to these laws. The AVP supervises the Director of Accessibility and the Equity Coordinator positions.
ESSENTIAL FUNCTIONS:
Serve as the contact for University students, faculty, staff, and third parties for all issues dealing with Civil Rights Compliance, including ADA/504, Title IX/VAWA, and Title VI.
Collaborate with campus departments to educate the community on the processes available for addressing complaints of harassment, sexual violence, and discrimination, and the rights and responsibilities of students, faculty, and staff under applicable University policies and laws.
Advise students, faculty, staff, and third parties of the processes for responding to complaints, coordinate the investigation and resolution of complaints and monitor the University’s compliance with statutory and regulatory requirements as it relates to complaints of harassment or discrimination.
Ensure equal access for students, faculty, staff, and visitors with disabilities to all aspects of campus life as outlined by Civil Rights laws.
Collaborate with relevant departments in developing long-term strategic plans and determining short-term objectives related to equal access and opportunity.
Provide ongoing training, consultation, and professional development opportunities for faculty, staff, and students on campus in reference to Civil Rights laws.
Work collaboratively with University Police and the University’s General Counsel to ensure compliance with legal obligations.
Supervise the Director and Coordinator of Accessibility.
Oversee compliance budgets.
Title IX Coordinator:
Provide leadership, direction, and supervision for all activities and personnel of the Title IX/VAWA program, including consulting with relevant policy-making bodies and senior personnel for the purpose of advising, clarifying, and identifying necessary action to eliminate sex and/or gender-based discrimination and harassment in all educational programs and activities, to ensure that access to facilities, opportunities, and resources is gender equitable throughout the campus.
Oversee Title IX/VAWA compliance efforts of other University departments (e.g., student conduct, survivor advocate, University Police, Clinic Services, Personal Development and Counseling, Health Education, Human Resources, faculty/academic affairs, and athletics).
Develop and implement a comprehensive and ongoing Civil Rights compliance training program for students, faculty, and staff, including effective prevention programming.
Review and maintain documentation of incident reports, maintain grievance files and records of complaints for use in ongoing University assessment, and respond to annual reporting requirements.
Provide timely and accurate information and guidance to relevant members of the campus community when responding to alleged incidents of harassment, sexual violence, or discrimination.
Implement corrective measures and sanctions that involve groups, teams, or University departments/offices.

Access and Accommodations:
In collaboration with appropriate units and personnel, develop and maintain procedures and processes for ADA/504 compliance with instruction, programs, services, facilities, student housing, grounds, and parking, emergency response and preparedness, instructional media, including textbooks, online course sites, and adaptive technology, etc. including direct communication with students, faculty, and staff to ensure ongoing physical and programmatic access for persons with disabilities.
Provide leadership, direction, and supervision for personnel responsible for the student accommodation process and serve as consultant to Human Resources for staff accommodations.
Oversee intake and case management duties for accommodation cases involving chronic or severe illnesses, including food allergies and mental illnesses.
Serve as an advisor to the Faculty Senate Access and Accommodations Committee.

Minors on Campus
Provide leadership and policy guidance for all activities involving minors on campus.
Develop and implement comprehensive and ongoing training programs for faculty and staff hosting youth programs on campus, including but not limited to, recruitment visit days, summer camps, academic camps and visit days (i.e. History Day, Music contest, sports competition).
Review and maintain documentation of incident reports, maintain grievance files and records of complaints for use in ongoing University assessment.
Duties as assigned.
Experience: Two years of progressively responsible work experience in Civil Rights Compliance or a related field. Demonstrated knowledge of government regulations, including ADA/504 and Title IX/VAWA. Experience with conducting complaint investigations or implementing grievance procedures.
Skills: Excellent writing, communication, and interpersonal skills; organizational skills; ability to work with budget information; analytical skills.
WORKING CONDITIONS: Air-conditioned office. Some nights and weekend hours required.
EQUIPMENT/MATERIALS USED: Office machines including computer and software (e.g. Word, Excel, Access, PowerPoint, etc.)
TYPICAL PHYSICAL DEMANDS: Ability to lift up to 20 pounds.
