Departmental Overview
Student Affairs IT (SAIT) provides technology leadership and support to the Division of Student Affairs; technical support, education, and hands-on learning and leadership opportunities for students; and student advocacy and engagement in campus technology development.
Our deep knowledge and understanding of our students' and staff needs, coupled with our technical expertise, makes SAIT a trusted partner, committed to an excellent student experience. Our dedication, responsiveness, and commitment equip us to meet our customers' evolving demands as we work collaboratively to serve students.
The SAIT organization consists of 30 full-time career staff and over 70 part-time student staff, distributed across Development & Operations, Strategic Initiatives, and Student Technologies.
The Strategic Initiatives Manager leads a team of analysts who function as internal consultants, providing professional direction and leadership in the analysis of complex, large-scale business processes. This position collaborates with campus policy makers, department directors, subject matter experts, and cross-functional project teams to identify areas in Student Affairs business units that may be improved with strategic use of technology. Further, the Strategic Initiatives Manager leads the assessment of strategic issues related to organizational effectiveness, including information security management, strategic planning, technology portfolio management and resource needs planning, and workforce development and workforce culture efforts.
The Strategic Initiatives Manager is a member of the SAIT senior leadership team.

Responsibilities
Staff Management and Supervision
Manages and directs through subordinate staff activities related to applying advanced business systems concepts to define highly complex student systems scope and objectives based on user needs and applicable business systems and industry requirements.
Develops and monitors operational and budget processes, staff FTE, finance, human resources, and space planning.
Conducts ongoing performance management and coaches employees in establishing goals and professional development plans, and reviews work of staff to ensure meeting of department objectives.
Research, Assessment, and Strategic Initiatives Leadership
Regularly leads analyses with unit directors, Subject Matter Experts (SMEs) and other campus stakeholders to collect, analyze, and map information about key student service business processes and technology needs.
Leads cross-functional teams to solve complex business or systems issues.
Manages and delegates business analysis assignments.
Facilitates decision-making considering the business implications of the application of technology to the current and future business environment.
Makes presentations and recommendations to organizational and divisional leadership.
Develops change management strategies based on a situational awareness of the details of the change and the groups being impacted by the change.
Unit Information Security Leadership
Acts as the primary contact for security for the Student Affairs Division, and as liaison between the Division and UC Berkeley Information Security Office.
Ensures tactical execution of information security activities in the Division, including that risk assessments, risk treatment plans, and access rights are regularly reviewed and updated.
Professional development, skill enhancement, and training
Adheres to University and departmental policies, procedures, and professional practices as well as city, state, and federal laws.
Also responsible for adherence to UC Berkeley's Minimum Security Standards and for understanding and adhering to the appropriate security controls for institutional information and IT resources.
Other duties as assigned.
Required Qualifications
Advanced knowledge of business analysis function.
Demonstrated excellence in interpersonal and communication skills to work with both technical and non-technical personnel, as well as executive leadership, at various levels in the organization.
Proven critical thinking, problem-solving, leadership & management, coaching & staff development, and human resources policies & procedures relating to management responsibilities.
Bachelor's degree and/or equivalent experience & training in related area.
Preferred Qualifications
Knowledge of other related areas of IT and/or Technical Project Management.
2-5 years of experience managing staff in an information technology organization.
ITIL V3 Foundations training & certification.
Salary & Benefits
This is an 18-month, full-time (40 hours/week), contract appointment, eligible for full UC benefits with the possibility of extension. This is a monthly paid, exempt position.
Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $155,000.00 - $164,000.00.
