Position Summary The Student and Equity Affairs unit in Graduate, Undergraduate and Equity Affairs (GUEA) coordinates equity, diversity and inclusion efforts for UC students, faculty and staff; oversees student governance and policies; connects students and leadership; and stewards practices and policies that support students' mental health and well-being. Under the general direction of the Director of Student Policies and Governance and at times the Associate Vice President for GUEA, the Policy & Program Analyst provides policy development, review, analysis and decision support for a wide range of student life and campus climate issues.
The Analyst is responsible for (1) researching, building the arguments for, and developing proposed amendments to the University of California Policies Applying to Campus Activities, Organizations, and Students, as well as coordinating their review and approval; (2) providing interpretation of the current Policies to campuses and other departments of the Office of the President; (3) developing written analyses of proposed and introduced State and federal legislation; (4) convening and facilitating systemwide communities of practice; (5) representing the Office of the President at periodic systemwide meetings of campus student affairs and services administrators; and (6) preparing written responses to inquiries and correspondence from the Legislature, the Regents, and other external and internal entities on a wide range of student-facing issues. This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.
Key Responsibilities
45% Develops, writes, and coordinates review and approval of new UC policies, regulations, and guidelines and proposed amendments to existing UC policies, regulations and guidelines including UC Policies Applying to Campus Activities, Organizations and Students, student support program policies and guidelines. Coordinates proposed changes with campuses, UCOP offices, Academic Senate committees, UC Legal, and externally with legislative and intersegmental constituents, as needed. Translates and writes policy proposals into action items and supporting materials for Regental review and consideration. Deals with complex policies requiring both detailed and broad knowledge of relevant issues and coordinates relevant campus and/or UCOP teams as needed. Advances the implementation of new and existing polices across the UC system. Develops options to maintain equity and consistency and resolve problems and conflicts of opinion among differing University constituencies.
30% Represents GUEA perspective in the development and implementation of cross-cutting UC policies, regulations, and guidelines affecting students. Such efforts are likely to be diverse and activities may include, but not limited to: - research and analysis of key issues and implications of policies on students; - exercising creativity in developing solutions that will benefit students while achieving the University's overall goals and needs with an eye towards equity, diversity and inclusion. Develops, coordinates, and presents written policy briefings for UC management on important initiatives and high visibility and sensitive issues, as needed, over a broad range of subjects including, but not limited to, campus student life issues (e.g., free speech, anti-hazing efforts, student safety, and anti-hazing efforts) and campus climate initiatives promoting and strengthening, equity, diversity and inclusion. Proactively identifies emerging issues and opportunities through environmental scanning and develops an analytical agenda to anticipate and inform policy-making consistent with the mission of GUEA.
20% Develops and writes responses to ad hoc inquiries from the State legislature, state agencies, or UC Regents, working collaboratively with other UCOP units as necessary. Makes presentations to a variety of internal and external audiences to interpret and clarify the impact of UC policies.
5% Attends classes, seminars and conferences that enhance professional expertise and foster managerial competency. Participates in activities that enhance the UC community and support the university mission. Upholds the organization's Principles of Community and assures that those values are upheld throughout the department. Other duties as assigned.
Experience Required Qualifications
Minimum 5 years of relevant past work experience.
Skills and Abilities Required Qualifications
Demonstrated in-depth knowledge of and experience with student life and equity, diversity and inclusion.
Comprehensive understanding of higher education in a large complex university setting.
Knowledge of common organization-specific and other computer application programs (including but not limited to Excel, Word, PowerPoint, Cascade and other website management tools, etc.)
Highly developed interpersonal communication skills to communicate effectively with all levels of staff and stakeholders, both verbally and in writing.
Ability to effectively present information and represent the unit and advance unit strategies, goals and needs.
Demonstrated knowledge, experience and engagement with principles of diversity, equity and inclusion.
Demonstrated history of valuing and integrating diversity and equity principles in the work process.
Ability to use discretion and maintain all confidentiality.
Strong project management skills including the ability to manage multiple ongoing efforts and priorities while meeting deadlines in a dynamic environment.
Flexibility and ability to adapt to changing organizational needs.
Education Required Qualifications
Bachelor's degree in related area and/or equivalent experience/training.

Payscale: $108,000 - $126,400
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
