(Job #527851) Administrator II, Director of Counseling and Psychological Services, Salary Range: $4,583 - $14,713 monthly, Hiring Range: starting salary $10,417 - $11,500 monthly. Starting salary: $125,000 - 138,000 based on a 12/12 time base (depending on qualifications). Salary will be adjusted for an 11/12 hire. This is a full-time, benefited, exempt, 11/12 or 12/12 pay plan (work 11 or 12 months of the year with pay and benefits over 12 months) permanent position in Counseling and Psychological Services. Time-base (11 or 12 mos) is negotiable for the first three years of the position, but 12/12 time-base will be expected beyond the first three years of appointment. This position is an Administrator II in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President. Position Summary: Under the direction of the Executive Director of Student Health and Wellbeing Services, this position provides administrative leadership and direction to the department of Counseling and Psychological Services and supports the overall mission, vision, and operation of SHWS.
Key Responsibilities:
In concert with the Executive Director of SHWS, and the CAPS team, develop a vision for CAPS with related goals and outcomes. Develop a business plan in accordance with this vision, and engage in strategic planning that will best accomplish the related goals and outcomes.
Provide leadership in the creation, recruitment, hiring, and eventual, orientation and training process for new faculty employees and support staff.
Provide professional leadership, supervision, and evaluation of CAPS staff, including tenure track and temporary faculty members and support (ASA and ASC) staff.
Manage program operations (including psychotherapy services) and related policies [assessing, planning, prioritizing, implementing, monitoring, and evaluating program operations].
Provide oversight for high-risk cases: serve as a clinical consultant to staff regarding at-risk clients and help to determine appropriate level of care (including psychiatric hospitalization and 5150 holds).
Oversee the management of front-office operations, including student interactions with front office staff, client scheduling, etc.
Provide oversight and management of CAPS operating expenses.
Work with the Executive Director of SHWS in long-range budgetary planning for CAPS that is in keeping with the vision and goals, and overall business plan, of the broader department.
Assure compliance with, and navigate the process of, professional accreditation for the center (e.g., through IACS or AAAHC).
Establish and maintain internal documentation about policies, procedures, programs, and general employee orientation (e.g., a Policy and Procedures or Employee Manual) using Power DMS or another appropriate tracking method.
Keep supervisor abreast of important changes and trends at CAPS and in college mental health more generally.
Maintain membership, and serve as an active participant, in professional organizations and CSU system-wide events (e.g., AUCCCD, OCCDHE) that provide support and guidance in the management of a university counseling center.
Maintain good working relations among CAPS and the broader SHWS staff, the larger division of Student Affairs, and other campus departments as appropriate.
Assure that program policies and procedures are congruent with professional standards, legal mandates, university guidelines/priorities, and student need.
Maintain CAPS website and share timely and accurate information with the Executive Director and admin team of SHWS so that CAPS updates can be posted to the SHWS website and other online or social media resources.
Maintain CAPS electronic mental health record system and assure compliance with state and federal laws regarding health disclosures and privacy rights, including the CURES Acct.
Provide oversight of CAPS records requests and release of records
Provide leadership in emergency planning and response.
Communicate with parents, university personnel, and students regarding questions, issues, or concerns about CAPS services.
Provide leadership in relation to mental health & wellbeing outreach efforts on campus. For example, serve as a lead campus partner in key campus initiatives as directed by the Executive Director (e.g., the JED campus initiative, in support of mental health related grants, etc.)
Serve as the SHWS lead (designee for the SHWS Executive Director), with delegated signing authority, as requested in his/her absence.
Work with the Executive Director of SHWS in developing and moving toward a vision for the unit.
Serve on campus committees as assigned, including the Executive Board of Student Health & Wellbeing Services and the campus Emergency Operations Management Team.
Provide direct service (psychotherapy, crisis intervention, psychoeducational workshops, clinical consultation, clinical supervision).
Provide oversight of the CAPS postgraduate and practicum-level training programs

Knowledge, Skills, and Abilities Associated with this Position Include:
Knowledge and expertise with the management of an Electronic Medical Records (EMR) system.
Knowledgeable, and skilled in, essential computer software: Microsoft Word, Microsoft Excel, Google Documents / Forms / Spreadsheets / Email.
Knowledge of California mental health laws and practices and strict adherence to legal guidelines and APA ethics code.
Ability to communicate effectively through verbal and written means, including use of graphs and spreadsheets
Ability to learn our EMR, PyraMED, and to operate at an 'Admin' level in the system. Knowledge and skillset in PyraMED strongly desired.
Strong psychotherapy, supervisory, and case management skills.
Strong leadership skills.
Ability to manage multiple projects simultaneously and appropriately prioritize.
Excellent customer service and public service skills, including the ability to exercise self-control in difficult situations.

Minimum Qualifications:
Minimum of 5 years of experience in the practice of psychotherapy with evidence of progressive leadership / responsibility.
Advanced degree (e.g., PhD, PsyD, EdD, MA, MSW), from an accredited university, in an applied mental health field (e.g., psychology or social work).
Current licensure as a mental health professional (e.g., as a professional psychologist, LMFT, LCSW, or LPCC) in the state of California with license in good standing.
Maintenance of California licensure to practice psychotherapy during the course of employment.
Demonstrated experience as a solid leader with strong written and oral communication skills.
Demonstrated knowledge of college mental health with a commitment to student development.
Preferred Qualifications:
1 or more years of management experience within the field of mental health which includes administrative supervision and evaluation of mental health professionals
Professional experience within university counseling and psychological services
Doctoral level degree
Licensure as a psychologist
