PURPOSE:

Under the general supervision of the Associate Registrar, the Lead Records and Registration Analyst is primarily responsible for leading the ongoing development and functional support of the campus Student Information Systems (SIS) and various database/web applications utilized by the Office of the Registrar in support of the Academic and Student Affairs divisions. The position will work closely with and act as a liaison to the Enterprise and Engagement Applications group, and interact with other campus departments in providing operational and production support, resolving system problems, setting operating policy, and disseminating system information. Project nature of work may require irregular work hours any given week.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  1. Leads the ongoing development and functional support of Oracle-PeopleSoft Campus Solutions system, developing a thorough understanding of various components of the student information systems functionality, including baseline system modifications provided by the CSU system-wide software development and support team and campus developed system modifications. Provides systems support for other business applications; including but not limited to document imaging products, customer relationship management software. Analyzes new state and/or CSU regulations and recommends appropriate action. Leads the development of new policies and procedures related to state/CSU regulations, record retention, security, and student data.
  2. Serves as the lead analyst to records and registration systems and support staff; plans and assigns work; investigates, analyzes, and solves problems; provides training and guidance; and, coordinates and conducts user testing. Provides input to supervisor for performance appraisal of staff
  3. Provides project management and project management support for student information systems and other business application projects. Translates business requirements into technical specifications. Coordinates the efforts of project teams. Produces tangible deliverables in the form of projects plans, issue lists, status reports, recommendations and prototypes. Troubleshoot problems, escalate and track issues, and follow up with resolutions.
  4. Prepares and maintains system/operational documentation and develops end-user reports. Utilizes a combination of high-level analytical skills and interpersonal skills to assist departments in understanding system functions and processes, providing guidance in business process redesign, troubleshooting for identified issues and training in new system functionality.
  5. Acts as an interface and liaison to the Enterprise and Engagement Applications group, other campus partners and the Chancellor's Office in support of Student Information Systems and other business applications

Other Functions:
  1. Provide high quality customer service support in person, virtually, or via call center as needed.
  2. Perform other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge: Knowledge of information technology systems and/or applications, including campuswide systems and multimedia environments, access procedures, networks, and/or databases. Knowledge of data administration principles and techniques. Knowledge of network administration. Knowledge of training theory and practices demonstrated by an ability to develop and deliver technical training and User documentation. Knowledge of statistical and/or research databases.

Skills: Proficiency using standard software packages. Demonstrated interpersonal and communication skills in working with users to interpret needs and provide appropriate solutions. Subject matter expertise in a specialized discipline or body of knowledge.

Ability: Ability to apply consultative skills to assess user needs and provide appropriate support. Ability to integrate multiple applications and/or systems. Ability to analyze data requirements and research data availability and access methods. Ability to coordinate and implement data exchanges and conversions.

MINIMUM QUALIFICATIONS:

A basic foundation of knowledge and skills in technical information systems and application program packages is a prerequisite for this position. This foundation would normally be obtained through a bachelor's degree in computer science, information systems, educational technology, communications, or related fields, or similar certified coursework in applicable fields of study.

SPECIALIZED SKILLS:

Experience in creating reports using a reporting language or tool such as Hyperion, Crystal Reports, SQR, nVision, etc. Experience in preparing system documentation. Experience in implementing/supporting student information systems (any combination of records and registration, admissions, financial aid, academic advising), imaging systems and other higher education business applications. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.

PREFERRED QUALIFICATIONS:

Technical fluency with Oracle/PeopleSoft or equivalent student information system, imaging systems, and other higher education business applications. Highly organized with excellent ability to multi-task in a fast-paced environment, perform under pressure and prioritize effectively to meet deadlines. Must have a professional manner and maintain confidentiality. Experience in projecting possible unforeseen problems and using sound judgement. Strong commitment to customer service, with a proactive and positive attitude toward assisting others.

Demonstrated understanding of and commitment to the CSUMB Vision Statement and the Core Values of applied, active, and project-based learning activities; interdisciplinarity; multicultural and global perspectives; technological sophistication; service learning; ethical reflection and practice; and collaboration. Experience working with a diverse and multicultural population and performing community services.

SPECIAL CONDITIONS OF EMPLOYMENT & POSITION DESIGNATIONS:

  • Must possess and maintain a valid license to drive in the State of California, pass the Defensive Training Class, and be insurable under the University's liability coverage.
  • May require occasional evenings and/or weekend work.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time. May require travel between campus offices and off-campus locations.
