New York City College of Technology seeks a Director of Financial Aid to provide leadership and overall management and administration of student financial aid programs. Reporting to the Vice President of Enrollment and Student Affairs, in addition to the duties in the CUNY title Overview, the Director of Financial Aid serves as the Chief Compliance Officer of financial aid and a key member of the College???s Enrollment Management team in developing and implementing strategies designed to enhance recruitment, admissions, student persistence, improve retention, and increase overall graduation rates.
Among other responsibilities, the Director of Financial Aid will be expected to:
Oversee all aspects of student financial aid administration, day-to-day management, and awarding of student financial assistance, including scholarships, in accordance with federal guidelines, applicable rules, federal regulations, and policies.
Provide leadership as a seasoned, student-centric higher education professional, possessing a strong understanding of the broader implications for long-term financial planning and wellness.
Work directly with the Vice President for Enrollment and Student Affairs to provide financial aid reports to assist enrollment management with data analysis regarding financial aid trends, auditing practices to inform processes, and effective decision-making for the division.
Work closely and collaboratively with other College offices, including but not limited to CUNY Central Office, the Registrar, the Bursar, Admissions & Recruitment, Academic Advising, and Student Affairs to ensure consistent responsive and timely delivery of high quality and coordinated services to all constituencies.
Prepare budgets for campus-based aid and Pell Grants based on current guidelines.
Serve as the financial aid liaison representative for the College to Federal, State, local and professional agencies on financial and matters including Federal, State, and local reviews and audits, and ensure compliance with security protocols to protect confidential data.
Provide leadership and support for Student Academic Progress (SAP).
Oversee and supervise the activities of the Financial Aid office: train; supervise staff; develop and implement policies, procedures and business practices relevant to the current trends and changes in the field.
Reference industry standards and practices to assess and improve the timely and effective delivery of aid and provide high-quality services to students, their families, and other relevant constituencies on financial aid matters.
Provide leadership and support to a team of competent and confident financial and student affairs professionals, maintaining and communicating industry standards while fostering professional growth.
Serve on campus and college-wide committees as assigned.
QUALIFICATIONS
MINIMUM QUALIFICATIONS
Bachelor's Degree and eight years' related experience required.

Prior financial aid services experience in higher education and record of education and outreach regarding financial aid matters, policies and programs.
Excellent interpersonal skills and professional presentation at all times, possessing the ability to provide outstanding customer service in a dynamic and deadline-driven environment.
A strategic understanding of the internal role of financial aid in supporting student enrollment and a vision of student success that relies on a sturdy foundation of excellent services to students.
An ability to integrate Financial Aid services into a one-stop model for the delivery of all enrollment management services.
Dedication to serving students in an urban and diverse campus community and an appreciation for the principles of a high-quality education.
A commitment to transparent processes and procedures that uphold the integrity of the academic mission of the College and to the vision of the President as outlined in the College???s Strategic Plan.
Proficiency in computer software, including Microsoft Suite and Adobe application People Soft/Oracle and People Tools.
Familiarity with the most recent methods of data collection, reach methodologies, and web-based technology as it relates to financial aid: policies, legislation, and the needs of the students.
Strong supervisory experience and a commitment to the professional development of staff, along with an ability to provide constructive and consistent professional feedback while upholding standards of excellence.
CUNY TITLE OVERVIEW
Develops and oversees student financial aid programs in accordance with Federal/State laws and regulations and University guidelines.
Develops and interprets financial aid policies and procedures with regard to Federal and NY State programs such as internal loan programs, all state and federal loan programs, Stafford Loans, Perkins Loans, College Work Study, and Tuition Assistance Program (TAP)
Reports on general and fiscal matters such as program expenditures, projections of full-year spending potential, and analyses of spending patterns
Authorizes the disbursement of funds
Monitors compliance with Federal and State financial aid regulations, developing and implementing compliance procedures
Serves as College liaison to Federal, State, local and professional agencies on financial aid matters
Assures that the Financial Aid function works effectively with other College units (e.g., Admissions, Registrar, Bursar)
Manages financial aid staffing, development, and evaluation
Performs related duties as assigned.

IMPORTANT NOTICE
Health Plan Coverage for Employees Hired on or after October 1, 2022 City of New York employees and employees of Participating Employers and their eligible dependents hired on or after October 1, 2022 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.
After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.
Only after the 365th day can the employee participate in any Annual Fall Transfer Period. An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the EmblemHealth website.
